Comment of : Transition scenarios

New xml files for global parameters : possibility to activate the eclipse exit scenario. The sun flux evolution shall be defined by the user in an extra input file: BasicEclipseExit.txt put in NumKernel/input/ repository.
Bulk conductivity evolution shall be defined in the new material property called BUCT (conductivity vs. time) --> TBDone
