Not sure what is meant by this bug, but it could be the same which I have found.
If the user selects one material for any physical group before loading a user-defined NASCAP.xml the newly loaded materials doesn't show up in the list of materials for other physical groups. (NASCAP file must be loaded before selecting any groups).
